Chen Yan is a deputy to the National People's Congress and the mayor of Guiyang, the capital of Southwest China's Guizhou province, as well as the office director of the administrative committee of Guian New Area. He recently participated in an interview with the local media to review Guiyang's strategies and achievements in the digital economy during the 13th Five-Year Plan period (2016-20).
Blessed by a range of favorable policies formulated by the central government, Guiyang has made solid strides in building its bonded zone in recent years.
Guiyang is often called the "digital valley" of China. The valley now boasts the national industrial cluster, the innovation trial zone and the cybersecurity demonstration area of big data, Chen said.
Guiyang has worked hard to spur innovation in big data and has played a leading role in the industry nationwide, with major breakthroughs made in domestically-developed database technologies. The endeavor was also highlighted by domestic Esgyn's database products, which have been successfully applied to the core transaction system of banks.
The mayor also mentioned three regional regulations on big data that provide a legal basis and protection for the big data industry and its products.
The digital sector was another key aspect of Chen's interview, since Guiyang has been promoting industrial digitalization. Guiyang, especially Guian New Area, has benefited from the digital economy and reported a gross revenue of more than 14.91 billion yuan ($2.24 billion), which was all driven by internet-related products and services.
Big data and the real economy have been integrated at an accelerated pace, Chen stressed. The platform economy and sharing economy have unleashed the market potential of information consumption.
The "digital city" operation has also upgraded the digital governance of the local government. Shubo (Big Data Expo) Avenue was created under this concept, Chen added. The avenue has been extended from 22 kilometers to 62 kilometers, symbolizing the further integration of digital development and the real economy.
In addition, online government services, data openness and digital infrastructure were also given importance to varying degrees, according to Mayor Chen.
