According to the agreement, Guiyang plans to achieve digital transformation by relying on Tencent's advances in cloud computing, big data and artificial intelligence (AI).

The tech giant is expected to provide solutions for Guiyang's city governance, government services and city decision making, through the application of WeCity, a solution for city digital transformation.

The happiness index in Guiyang will be improved through platforms constructed for city operation, monitoring, decision making and closer cooperation in more fields deeply connected to people's lives, such as education, healthcare and tourism.

In the meantime, with more services to be introduced into Shu Zhi Guiyang (数智贵阳), a WeChat applet dealing with matters affecting people's quality of life, it is hoped that residents in Guiyang can enjoy city services without leaving their homes.

At present, the applet can handle 62 government affairs in common use and 14 quality of life matters.

Tencent will also help Guiyang set up a big data industrial ecology and talent cultivation system, promoting the deep integration of emerging technologies and traditional industries by leveraging the tech giant's digital content, and assistance from Qingteng University and ecological bases.

By taking Guiyang digitalization as an opportunity, Tencent will introduce more partners to join in the program, in an effort to found a sharing internet ecology with joint construction and governance, said Tang Daosheng, senior executive vice-president of Tencent.
