Guizhou pioneers in building digital government

The website of the government of Southwest China's Guizhou province ranked third among all provincial government websites, according to a report on government website performance released Dec 6. 

The report also reflects governments' digital service abilities in 2019 and Guiyang, Guizhou's capital city, ranked fourth nationwide. 

Due to the province's big data development strategy and its efforts to develop the e-government cloud, the province's website has maintained its top 10 place since 2015. 

Targeted services provide convenience

Since its launch May 23, 2015, Guizhou government's service platform has covered the whole province, and in 2018 it was upgraded and connected to the national integrated online government service platform.

By taking advantage of big data and cloud computing, the platform has turned itself into a customized, handy and people-oriented tool for the public to handle their government affairs. 

Also, to enrich and expand the platform's database the government has introduced some innovative measures, such as pancyclic data-push algorithms, artificial intelligence and  personal and enterprise image storage. 

So far, the Guizhou platform has dealt with 588,000 government matters and handled 41 million cases. From the beginning of 2019, it has shared data 19 million times.

Intensive construction promotes integration

In 2014, Guizhou took the lead in China in constructing a provincial government integrated cloud platform and formulated its own regulations on both website construction and website data exchange. 

By the end of 2018, 60 percent of government websites in the province had been transferred to an integrated platform and all the websites were expected to be on the platform by the end of 2019. 

"This intensive construction has greatly improved the quality of government websites," said Li Xianjin, deputy director of the Guizhou government office. 

Intensive construction not only reduces maintenance costs and improves work efficiency, but it also deepens the application functions of the websites, earning Guizhou praise from the State Council. 

Big data collects all information

The Guizhou provincial government data opening platform was launched Sept 30, 2016, with the aim of encouraging enterprises, social organizations and individuals to achieve business innovation through big data. 

With the help of the platform, members of the public enjoy the right to know and use government data by browsing, searching and downloading data resources. Some value-added services are also being improved, such as application development and analysis on an openness index. 

Statistics show that 2,001 data resources from 66 provincial departments have been included on the platform, covering more than 10 fields, including finance, transport and healthcare, and effectively promoting the social governance and integrated service innovation. 

By Dec 25, the platform had been visited 592,399 times, with data downloaded 194,923 times by 5,648 users and 1,380 open data interfaces. 

Guizhou ranked provincial second and Guiyang ranked first at city level in a report about China's governmental data openness in 2018. Guizhou was first in the number of open departments and open data quality.
