Guiyang and Gui'an to become China's Data Valley and Token City

Guiyang City and Gui'an New Area have issued the Three-Year Action Plan for Building Guiyang and Gui'an into China's Data Valley and Token City (2026–2028).

The plan aims to transform the region into a national leader, a hub for original innovation, and an industrial cluster for token development by 2028, thereby opening a new chapter in the "China's Data Valley and Token City" strategy.

The plan sets out a progressive three-year timeline: by the end of 2026, the region will have built 10 high-quality datasets, created over 30 typical AI application scenarios, built five one-person company (OPC) communities, and attracted 10 token production and service-related enterprises. These numbers are expected to grow significantly over the next two years, reaching 20 datasets, 50 typical AI application scenarios, 10 OPC communities, and 15 such enterprises by 2027, and culminating in 30 datasets, 70 scenarios, 15 OPC communities, and 20 enterprises by 2028.

On the production front, efforts will focus on upgrading intelligent computing centers, deepening the computing power and electricity collaboration system, and building a token service distribution network.

On the data supply side, Guiyang and Gui'an will develop high-quality datasets, accelerate the construction of trusted data spaces, and improve data circulation and trading systems.

On innovation breakthroughs, the plan calls for intensified model training, algorithmic innovation, accelerated cultivation of intelligent agents, and the establishment of comprehensive standards systems.

To drive application traction, token-based solutions will be promoted across government services, civilian public services, and commercial sectors.

To build a strong ecosystem, efforts will be centered on supporting business entities, expanding industrial parks, ensuring key factor guarantees, promoting exchanges and cooperation, and enhancing security measures.
