Market regulation authorities in Guiyang City and Gui'an New Area have released the "Guiyang-Gui'an Market Supervision Compliance Guidelines for the Full Lifecycle of Artificial Intelligence One-Person Companies (OPCs)".
Tailored to the practical needs of asset-light startups, the guidelines introduce 18 convenient service measures and 36 compliance tips, providing precise, accessible market regulation services to support the high-quality development of new smart-economy formats.
In OPC communities with centralized management, entrepreneurs can register their businesses using a certificate issued by the community. They are no longer required to submit traditional address proof materials such as lease agreements or property ownership certificates, making registration much easier for asset-light startups.
An observation period is established for business entities registered within OPC communities, prioritizing non-site monitoring, compliance alerts, and on-site guidance. For violations that are unintentional, first-time, minor, and harmless, priority is given to administrative guidance, rectification orders, and educational warnings. Those meeting statutory criteria for non-penalization will be exempt from punishment under the law.
Covering areas such as business registration, credit restoration, intellectual property, quality and standards, e-commerce, pricing, advertising, and anti-unfair competition, the guidelines clarify compliance requirements for AI-generated synthetic content labels and data intellectual property.
Measures include "one-stop" trademark acceptance, green channels for patent pre-examination, patent and trademark pledge financing, quality technical services, and standard query pushes to shorten processing times and provide comprehensive market regulation services for OPC business entities.
