By early October, the scale of the digital and intelligent industry in Guiyang City and Gui'an New Area had surpassed 140 billion yuan ($20.92 billion), while business revenue in the software and information technology services sector had crossed the 100-billion-yuan mark.
During the 15th Five-Year Plan (2026-30) period, Guiyang and Gui'an will work to develop a digital-intelligent industrial cluster worth at least 300 billion yuan. To achieve this goal, the region is focusing on developing its computing power, data, artificial intelligence, and electronic information industries.
In March of this year, Guiyang issued the "Several Measures of Guiyang City to Support the Development of the Data Industry (Trial)". The policy covers industrial cultivation, talent recruitment and development, data supply, technological innovation, scenario applications, park construction, and financial support.
It aims to lower corporate operating costs through a variety of methods, including awards, subsidies, loan interest subsidies, and scientific and technological innovation vouchers. These efforts are designed to lower the cost of establishing and operating businesses, spur innovation, and support enterprises in the digital and intelligent industry.
As the core area of the National Big Data Comprehensive Pilot Zone, Guiyang-Gui'an is home to 27 ultra-large-scale data centers, including Huawei Cloud, China Telecom, Tencent, and Apple, with its total computing scale exceeding 176 EFlops. This places it among China's leading regions in terms of intelligent computing capacity and computing resources.
